Esteban Burrone is the Head of Policy, Strategy and Market Access of the Medicines Patent Pool (MPP), an institution he contributed to setting up in 2010 to promote access to affordable health products in low-and middle-income countries (LMICs), through intellectual property licensing and technology transfer. At MPP, Esteban leads on strategy development and on developing partnerships with organizations and stakeholders to support access to health products. He has over 20 years of experience working in the field of access to health technologies.

Shirley Chen
Deputy Director, TB and HIV New Product Planning & Introduction, Global Health

Shirley Chen leads the New Product Planning & Introduction (NPPI) team within the TB and HIV program in the Global Health Division of the Bill & Melinda Gates Foundation. The TB and HIV NPPI team bridges the upstream R&D and downstream delivery teams and is responsible for developing and executing product launch plans for new TB and HIV biomedical interventions, including areas such as market assessments and access planning, implementation science studies and demonstration projects, and global donor collaborations in support of timely and effective new product introduction in LMICs. Current priorities within the TB and HIV NPPI portfolio include assets in late-stage clinical development and early commercialization, namely long-acting injectable PrEP for HIV, novel molecular diagnostics and specimen collection methods for TB, and new TB vaccines. Prior to this role, Shirley led the launch planning and execution for innovative therapeutic and diagnostic technologies throughout the foundation’s COVID-19 response efforts.

Before joining the foundation in 2019, Shirley spent 20 years in the private sector and served in commercial and operational leadership roles spanning the U.S., Asia, and Europe in the biopharmaceutical industry at Pfizer. She was most recently based in the UK as the head of the hemophilia business for Europe and Asia within the rare diseases division, following a regional leadership role based in Hong Kong to build the rare diseases commercial organization and business in Southeast Asia and South Asia. She has worked in and with numerous country and cross-functional teams to commercialize and market innovative medicines across diverse populations and health systems.

Shirley started her career as an R&D chemist in the specialty chemicals industry before transitioning to marketing and business roles and moving to the biopharmaceutical industry. She earned a Bachelor of Science in chemistry from Georgia Tech and an MBA from the New York University Stern School of Business.

Anne-Isabelle Cameron is a Technical Officer on the Strategy Team at Unitaid, a hosted partnership of the World Health Organization that makes new health products available and affordable for people in low- and middle-income countries. Prior to joining Unitaid, Anne-Isabelle worked on innovations for sexual and reproductive health and rights at Grand Challenges Canada.
