Advancing equity in the HIV response: Key populations, human rights and quality intervention

KABANYANA Nooliet has been a champion for healthy communities for over 14 years and currently serves as the Executive Director for Rwanda NGOs Forum on HIV/AIDS and Health Promotion a network of 139 National NGOs working on Health and Human Rights. She holds a Master of Science in Project Management from Salford University. Nooliet is a civil society leader in Rwanda and has extensively worked on supporting civil society organizations and vulnerable communities to engage with decision makers, senior technical experts directly and through high-level allies at community and national levels. She is a civil society organizer working on building and strengthening civil society organizations and community platforms on health-related advocacy, planning, implementation and monitoring of Health programs;

She campaigns and advocates for increased Health resources domestically, and externally at Regional and Global. She has led different CSOs/National NGOs ; Key and Vulnerable communities in different cycles for Global Fund Funding Request development and Grant making at National Level. She has also led different CSOs and Communities movements in advocacy initiatives in health related laws and policies. She has been a Champion of the Global Fund advocating for Successful replenishment and Increased domestic resources for health. Nooliet has been a member of Country Cordinating mechanism of the Global Fund at Country Level for the last 9 years to current.

Ms. Khin Khin Win (also known as Jarnaki) is the Secretary of Puu Paung Swann Saung Myanmar – HIV/AIDS, a leading interfaith initiative focused on HIV advocacy. She has been active in the HIV response since 2007, with extensive experience in stigma reduction, youth engagement, and rights-based service delivery for PLHIV and key populations. She also serves as a Program Officer at the Myanmar Positive Group (MPG), contributing to peer counseling and psychosocial support. Her work centers on equity, empowerment, and compassionate care.

Dr.A.Vijayaraman –  Public Health Expert

Dr. Vijayaraman is a public health professional with over four decades of experience in the health and development sectors. His career spans leadership roles in the design and management of large-scale, innovative public health programs and hospitals, implemented in collaboration with government agencies, national stakeholders, and international organizations.

He holds an academic background including a Ph.D. and M.A. in Sociology, complemented by Postgraduate Diplomas in Applied Nutrition and Public Health, Personnel Management & Administrative Law and Hospital Administration.

Currently, Dr. Vijayaraman serves as the Deputy Director of The Voluntary Health Services – CDC Project ASPIRE, which supports the Andhra Pradesh State AIDS Control Society in strengthening the prevention, case finding, care and treatment continuum among people with higher risk for HIV.

Previously, he held key roles such as:


Deputy Director in the Avahan Program (Bill and Melinda Gates Foundation)-VHS, in Tamil Nadu
Program Director for the nationally implemented Diversity in Action (DIVA) initiative, supported by the Global Fund, across 18 states of India
Director of NGO who implemented numerous large-scale community-based initiatives focused on health, TB, STI/HIV and women's empowerment in underserved communities
Headed a major NGO consortium delivering grassroots community health and development programs


Dr. Vijayaraman was also an active member of various technical working groups and joint secretary of  NGO networks. He has played a strategic role in the formation and capacity-building of community-based organizations (CBOs) and has contributed significantly to policy-level decision-making at both state and national levels.

Jjemba Edison is an experienced HIV programmer with over six years of hands-on experience in HIV prevention, care, and treatment. He holds a First-Class Bachelor's Degree in Social Development from Makerere University and is currently pursuing a Master's degree in Public Health at Clarke International University. Edison serves as the KP/Gender Program Manager at Action for Integrated Sustainable Development (AISDA), where he leads HIV programming for Key Populations in the island district of Kalangala. He is a recipient of the AIDS 2024 Scholarship and an alumni of the 2024 HIV Vaccine Advocacy Academy held in Namibia. Edison is currently spearheading an HIV vaccine advocacy campaign called “Amplifying HIV Vaccine Awareness at the Shores (AHIVAS-CAMPAIGN)” in Kalangala Island district-Uganda, aimed at promoting community-led HIV vaccine advocacy through boat owners’ engagement.

Dr. Umar Muhumuza is a distinguished medical doctor, public health expert, and award-winning researcher with a passion for combating infectious diseases and advancing global health initiatives. As a Senior NGO and Government Relations Fellow at Project C.U.R.E., and a World Health Organization Fellow, Dr. Muhumuza has made significant contributions to public health, particularly in the COVID-19 Recovery for Routine Immunization Program. Dr. Umar supports research in infectious diseases and has co-authored numerous papers supported by the Africa CDC and WHO. He also supports the Intelligent Health Systems Research Group at the Africa CDC.
